What program do you use ?
I use Inkscape, I don't know much about it, I just searched google and that's the first free program I found lol
I'm looking to get into vectoring.

Hmm I wouldn't say it was hard, I guess it depends on how much detail you want to put into it and like how neat and stuff you want to make it. It was a bit more complicated than I expected though, but I guess it just depends on how well you can pick up the program, difficulty of the picture etc. To give you an example this pic too me a few hours whereas this one [link] took maybe like half a day on and off.
Well there's some tutorials on dA, just search vector tutorials. Admittedly I didn't use any tutorials except this one [link] which I only read half of and then just went off on my own because I'm impatient like that. But yeah have a read of some of those and you should get the idea.

I looked at that tutorial, though. I have a PC, can I still use Photoshop CS3 or that Inkscape ? So far, all I have installed is 7.0 which I use for my photography on occasions. \

Umm I'm not sure about photoshop coz I have it too and tried to vector in that but but it spazzed out and wouldn't let me stroke the lines so that's why i downloaded inkscape. Inkscape is pretty easy to use once you get to know what everything does, it's the same kind of theory as vectoring in PS just different buttons and that, but you can just go to Help in Inkscape and it will tell you what everything does. Basically you open a new page, copy and paste the image you want to vector, press ctrl+shift+f to bring up the strokes box and ctrl+shift+l to bring up layers box. Your image should be layer 1, click the lock next to it to lock the layer. Click the + button in the layers box to make a new layer on top of it for your lineart, shift + f6 will get you the drawing pen tool and f2 is what you want to edit the paths. The rest is pretty much the same as the tutorial I think.
I'm not sure if you'll be able to understand that seeing as I am crap at giving directions but hopefully it helps :s
